摘要:
为探索基础设施政府与社会资本合作(PPP)项目物有所值(VFM)驱动因素的重要性及相互关系,运用文献分析法、专家访谈和德尔菲法构造PPP项目VFM驱动因素层次分析结构模型,采用层次分析-决策实验室法(AHP-DEMATEL)确定各因素综合影响程度并进行综合排序.结果表明:绩效支付机制、较低的全寿命周期成本、公共部门的技能和经验、有利的法律框架、合理的风险分担对提升VFM影响作用明显;成本和效益类VFM驱动因素受其他因素的影响较大;协作环境类VFM驱动因素对其他因素的影响作用较大.
Abstract:
Abstract:In order to investigate the importance and correlation between value for money(VFM)drivers in infrastructure public-private-partnerships(PPP)projects, based on literature analysis, expert interview and Delphi method, the VFM driver hierarchy structure model is constructed for PPP projects. Using analytic hierarchy process-decision making and trial evaluation laboratory(AHP-DEMATEL)method, the comprehensive influence degree of VFM drivers is obtained and sorted. The results show that performance-based payment mechanism, low project life cycle cost, skills and expertise of the public sector, favorable legal framework,and reasonable risk allocation can enhance obviously the VFM influence; among all the VFM drivers, cost and benefit drivers are significantly influenced by others drivers, while cooperative environment drivers can influence other drivers.
